We are seeking a French Bilingual Service Manager to join our leadership team and help shape high-quality, culturally responsive services for children, youth, and families. This is a meaningful leadership role where your strategic insight and commitment to equity will influence programs, guide frontline teams, and contribute to positive change across Ottawa. Responsibilities: Reporting to the Director of Service, the Manager of Service provides leadership and oversight for all service delivery within a designated area. You will ensure programs meet legislative requirements, Ministry standards, and company policies while supporting staff, strengthening community relationships, and promoting data-informed, equity-driven practice. Strategic & Program Leadership • Participate in annual planning and forecasting service needs. • Develop service plans aligned with the company's Strategic Plan. • Analyze case data to identify trends and support evidence-based decisions. • Support the development and refinement of policies and procedures. Service Delivery Oversight • Ensure timely, high-quality services in alignment with CYFSA and Ministry standards. • Monitor service levels, workloads, and workflow efficiency. • Manage and resolve client complaints with sensitivity and accountability. Staff Leadership & Development • Lead, mentor, and support Supervisors and Project Management Coordinators. • Implement tools to monitor performance and ensure compliance with standards. • Foster a collaborative, supportive, and learning-focused team culture. Quality Assurance & Data-Informed Practice • Oversee data collection, file reviews, evaluations, and continuous improvement. • Share quality assurance insights and best practices across teams. Financial & Administrative Accountability • Support budget preparation with the CFO. • Monitor expenditures and ensure accountability within assigned service areas. Equity, Diversity, Inclusion & Accessibility Leadership • Promote accessible, inclusive, and culturally relevant service delivery. • Apply anti-racist, anti-oppressive, anti-ableist, anti-colonial, anti-heterosexist, and anti-cissexist frameworks in decision-making. • Encourage open dialogue and build organizational understanding of equity practices. Qualifications: • Master of Social Work (MSW) or equivalent. • Minimum 5 years of managerial experience in child welfare. • Deep understanding of the histories and systemic barriers impacting Indigenous, racialized, 2SLGBTQIA+, and other marginalized communities. • Strong knowledge of the CYFSA, Ministry standards and policies. • Exceptional leadership, communication, planning, and organizational skills (French and English). • Strong interpersonal, coaching, conflict-resolution, and problem-solving abilities.
